Chlöe Bennett was born at Islington, London in 1953. Educated at Creighton Comprehensive School, London and Tollington Grammar School 1964-1972, the University of Manchester (Bachelor of Arts (BA), majoring in History of Art 1972-1975, and at University of Leicester (Master of Philosophy History of Art) 1983–1986. Keeper Clifton Park Museum Fine & Applied Art at Metropolitan Borough of Rotherham 1976-1978, Art Curator at Ipswich Borough Council at Christchurch Mansion, and Suffolk Record Office for Suffolk County Council 1978-1992. Chlöe exhibited at the Ipswich Art Club from 47 The Grove, Henley Road, Ipswich in 1985, two paintings 'All Seasons' and 'Song for Morris Men'. Curator at Archive & Library Collections Manager at The History of Advertising Trust 1992-1998 and freelance art and heritage services consultant from 2001. She married in the Waveney district of Suffolk in 1997, Michael J. Veale. She is the author of 'Suffolk Artists, 1750-1930', 'Colin Moss: Life Observed' (1996) and of 'A Twilight Landscape and 'The Hidden art of George James Rowe of Woodbridge' (2014).
