Richard Phillips or as Philips was baptised at St Margaret's Church, Lowestoft on 6 March 1744, son of James Philips of Norwich and his wife Elizabeth née Fountain, who married at Lowestoft St Margaret's Church on 26 December 1739, one note on his baptism gives his surname as Phillips. He worked at the Lowestoft Porcelain Company and his decoration has been attributed to several works including a bowl dated 1764 which shows St Margaret's Church. There is also a mug with his name which bears his signature under the handle, but the reading is uncertain. He is reputed to have left the Lowestoft Factory to become and independent porcelain decorator. On 13 September 2022 Woolley & Wallis in Salisbury sold an underglaze mug by Philips for £17,000 plus 25% buyer’s premium.
